Local Board of Appeal & Equalization

The purpose of the Local Board of Appeal and Equalization (LBAE) is to provide a fair and objective forum for property owners to appeal their valuation or classification.

In all cities and organized townships, an appeal must be made to the LBAE before one can be made to the County Board of Appeal and Equalization (CBAE).

The Local Board of Appeal and Equalization for the City of Hermantown will next meet April 30th, 2026 at 2:00 p.m.

How To Attend the Local Board of Appeal & Equalization Meeting

If you believe the value or classification of your property is incorrect, the first step is to contact your assessor at the St. Louis County Assessor’s Office to discuss your concerns before contacting the City to attend the LBAE meeting.

After meeting with your assessor to discuss your concerns, three levels of appeal are available. You must complete these in order, unless you choose to go directly to the Regular Division of Minnesota Tax Court.

  1. If you are not satisfied with the valuation or classification after discussing it with your assessor, you may appear before the Local Board of Appeal and Equalization. If you wish to attend the meeting in person, please call the City Clerk’s Office at (218) 729-3600 to schedule an appointment for April 30th. Appointments will be scheduled in 15-minute increments and filled on a first come first served basis. Walk-ins are also welcome, but will be seen after the scheduled appointments. You may also submit your appeal in writing. Written appeals will be presented to the Local Board at the meeting. Written appeals can be dropped off or mailed to the City Clerk’s office at 5105 Maple Grove Road, or emailed to [email protected].
  2. If you are not satisfied with the local Board of Appeal and Equalization decision, you may appeal to the County Board of Appeal and Equalization, which meets during the last two weeks in June. The County Board of Appeal and Equalization is appointed by the County Board and consists of members with extensive knowledge of the real estate market. To schedule an appeal, call the Clerk of the County Board at 218-726-2385.
  3. If you’re not satisfied with the County Board of Appeal and Equalization decision, you may appeal to the Minnesota Tax Court. You have until April 30 of the year tax is payable to appeal the valuation and classification.

What to Expect After the Meeting

Decision letters will be mailed out to appellants by the end of May.
