City Reschedules Trail Opening Celebration

Hermantown, Minn. – The City of Hermantown has rescheduled a celebration marking the opening of the first section of their city-wide trail system for Tuesday, September 14. The original celebration was postponed due to impending weather and poor air quality due to the fires impacting our region.

Boulder Trail winds through Stebner Park, stretching from Maple Grove Road south to a temporary terminus at Hermantown Road. The section of trail was completed over the past two years as part of the Section 24 Trunk Sewer Spur project, an effort that will open than 230 acres in the City’s eastern edge to development opportunities.

The long-term plan for the trail system features a city-wide connection that will stretch from beyond the Essentia Wellness Center and Hermantown schools to the City’s southern border, before extending through Proctor and linking to the Willard Munger State Trail.

Boulder Trail is a 10-foot wide, non-motorized paved trail, which is expected to be maintained for year-round use and availability.

The September 14 celebration will be held in Stebner Park and feature a brief presentation and ribbon cutting shortly after 5 p.m., followed by music, food truck options, and ample opportunity to experience the new trail.

Hermantown Police and Partner Departments to Highlight “Ted Foss Move Over” Law

Hermantown, Minn. – The Hermantown Police Department will join with several other law enforcement agencies to conduct a special enforcement project designed to heighten awareness of the “Ted Foss” Move Over Law on Tuesday, August 31.

Along with the Duluth Police Department, St. Louis County Sheriff’s Office, and officers from the University of Minnesota-Duluth, the Hermantown Police Department will have increased enforcement along the Miller Trunk corridor of U.S. Highway 53 focused on raising awareness and stressing the dangerous nature of not following the laws regarding moving over for law enforcement officers conducting their efforts.

The day marks the 21st anniversary of the passing of Minnesota State Trooper Ted Foss, who was struck and killed by a tractor trailer while conducting a traffic stop in Rochester, Minnesota.

The “Ted Foss” Move Over Law was enacted to educate drivers on the importance of giving roadway space to law enforcement, as well as providing officers a needed means to stop dangerous driving in their vicinity.

A pre-enforcement briefing for the various departments involved in Tuesday’s project will be held at the Hermantown Police Department at noon.

“This is a great opportunity, both in the media and in tomorrow’s enforcement event to educate the public on this law,” said Jim Crace, Hermantown’s Chief of Police. “This is a safety concern for our officers each and every single day.”

The law states that when traveling on a road with two or more lanes, drivers must keep one full lane away from stopped emergency vehicles with flashing lights activated, including ambulance, fire, maintenance, and construction vehicles, in addition to police. Failing to take these actions endangers personnel who provide critical and life-saving services.

The full text of Statute 169.18, Subdivision 11 can be found below.

169.18 DRIVING RULES.

Subd. 11. Passing parked authorized vehicle; citation; probable cause.

(a) For purposes of this subdivision, “authorized vehicle” means an authorized emergency vehicle, as defined under section 169.011, subdivision 3; a tow truck or towing vehicle, as defined under section 168B.011, subdivision 12a; a freeway service patrol vehicle; a road maintenance vehicle; a utility company vehicle; a construction vehicle; a solid waste vehicle; or a recycling vehicle.
(b) When approaching and before passing an authorized vehicle with its emergency, flashing, or warning lights activated that is parked or otherwise stopped on or next to a street or highway having two lanes in the same direction, the driver of a vehicle shall safely move the vehicle to the lane farthest away from the authorized vehicle, if it is possible to do so.
(c) When approaching and before passing an authorized vehicle with its emergency, flashing, or warning lights activated that is parked or otherwise stopped on or next to a street or highway having more than two lanes in the same direction, the driver of a vehicle shall safely move the vehicle so as to leave a full lane vacant between the driver and any lane in which the authorized vehicle is completely or partially parked or otherwise stopped, if it is possible to do so.
(d) If a lane change under paragraph (b) or (c) is impossible, or when approaching and before passing an authorized vehicle with its emergency, flashing, or warning lights activated that is parked or otherwise stopped on or next to a street or highway having only one lane in the same direction, the driver of a vehicle must reduce the speed of the motor vehicle to a speed that is reasonable and prudent under the conditions until the motor vehicle has completely passed the parked or stopped authorized vehicle, if it is possible to do so.
(e) A peace officer may issue a citation to the driver of a motor vehicle if the peace officer has probable cause to believe that the driver has operated the vehicle in violation of this subdivision within the four-hour period following the termination of the incident or a receipt of a report under paragraph (f). The citation may be issued even though the violation was not committed in the presence of the peace officer.
(f) Although probable cause may be otherwise satisfied by other evidentiary elements or factors, probable cause is sufficient for purposes of this subdivision when the person cited is operating the vehicle described by a member of the crew of an authorized emergency vehicle or a towing vehicle as defined in section 168B.011, subdivision 12a, responding to an incident in a timely report of the violation of this subdivision, which includes a description of the vehicle used to commit the offense and the vehicle’s license plate number. For the purposes of issuance of a citation under paragraph (e), “timely” means that the report must be made within a four-hour period following the termination of the incident.

City Postpones Trail Opening Celebration

Hermantown, Minn. – The City of Hermantown has postponed its trail opening celebration that was set for Tuesday, August 24.

The combination of rainy weather and concerns regarding the smoky air led to the decision to postpone the event. The rescheduled date has not yet been set.

Beneath a significant portion of Boulder Trail is the new Section 24 Trunk Sewer Spur, which expands the options for city sewer access within Hermantown. The long-term plan for the trail system features a city-wide connection that will stretch from beyond the Essentia Wellness Center and Hermantown schools to the City’s southern border, before extending through Proctor and linking to the Willard Munger State Trail.

Hermantown Population Eclipses 10,000 in 2020 Census

Hermantown, Minn. – The City of Hermantown has learned that its population has moved above the 10,000 mark for the first time in history per initial information from the 2020 Census.

Census information, which was delayed significantly due to the impact of the COVID-19 pandemic, places Hermantown with a population of 10,221 in 2020. This is an increase of more than 800 residents from the 2010 Census, which set a population mark of 9,414. The U.S. Census Bureau’s Population Estimates Program, which is updated annually, listed Hermantown’s estimated population at 9,637 in 2019.

“The latest census results mark a new milestone for the City of Hermantown. The population of our community has effectively doubled in the 45 years since we were the Town of Herman,” said Wayne Boucher, Hermantown’s Mayor. “Reaching the 10,000-population mark signals a change in our status. Our rise to a population of 10,221 changes our classification from 4th Class to 3rd Class as a Minnesota city, which could change the way some state laws are applied and possibly open opportunities for aid and funding.”

Growth has been continuous in Hermantown over the last several decades, including 51% growth since a 6,761 population in the 1990 Census.

“We strive to be a community which attracts people to join in and make Hermantown their hometown,” said John Mulder, Hermantown’s City Administrator. “We continue to have that proven track record as a City, and that has pushed our population over this important mark.”

City Schedules Trail Opening Celebration

Hermantown, Minn. – The City of Hermantown has scheduled a celebration on Tuesday, August 24, to mark the opening of the first section of their city-wide trail system.

Boulder Trail winds through Stebner Park, stretching from Maple Grove Road south to a temporary terminus at Hermantown Road. The section of trail was completed over the past two years as part of the Section 24 Trunk Sewer Spur project, an effort that will open than 230 acres in the City’s eastern edge to development opportunities.

“We were able to move forward with two important community needs; an expressed desire by residents for improved recreation activities and the continued growth of areas where development is possible in Hermantown,” said John Mulder, Hermantown’s City Administrator. “We are a significant step closer to being able to connect our community with trail systems beyond our borders, and at the same time we’ve made more than 230 acres of land even more appealing to development possibilities.”

For Immediate Release – August 11, 2021

Short Closure Set for Ugstad Road

Hermantown, Minn. – Hermantown’s Ugstad Road will be closed to traffic near the intersection of U.S. Highway 53 on Thursday, August 12.

Sewer work will be performed in the area north of Twin Pines Street and south of U.S. Highway 53, which will necessitate the one-day closure. Work is expected to begin early Thursday morning and be completed in the same day, likely in the early evening.

Traffic will be unable to travel south on Ugstad from U.S. Highway 53 toward Arrowhead Road, which includes the area housing Hermantown School and the Essentia Wellness Center.

Hermantown Set for City-Wide National Night Out Celebration

Hermantown, Minn. – Hermantown will host a city-wide National Night Out celebration on Tuesday, August 3, 2021. The event, hosted by both the Hermantown Police Department and Hermantown Volunteer Fire Department, features a variety of family-friendly events and is an alcohol-free celebration.

The event will run from 4:30 p.m. to 7:30 p.m. at Hermantown’s Governmental Services Building at 5111 Maple Grove Road, which is home to HVFD’s Fire Hall #1 and the HPD headquarters, as well as City Hall.

There will be music and food for Hermantown residents, as well as fundraiser opportunities supporting the Hermantown Parent/Teacher Organization and a blood drive hosted by Memorial Blood Centers.

The HPD moved to a city-wide event in 2019, as local neighborhood events became too numerous for officers to spend meaningful time with Hermantown residents. The success of the new event prompted a continuation in 2020, but COVID-19 led to its cancellation last year.

“This is a wonderful event for residents to come and meet members of our police department and our volunteer firefighters,” said Joe Wicklund, Hermantown’s Community Engagement and Communications Director. “Building those personal connections, which has always been an important focus of National Night Out, is valuable for residents and for the members of the HPD and HVFD.”

City Names Appointees for Broadband Task Force

Hermantown, Minn. – The City of Hermantown named six appointees for the newly-formed Broadband Task Force at the June 21, 2021, meeting of the City Council.

Mary Ferguson, Gerald Wallace, Adhi Devireddy, Bill Berg, Thea Stauffenecker, and Steve Poggio were appointed to the task force, which will also include Gloria Nelson from the Hermantown City Council.

“More than ever we know the importance that broadband access has for people’s lives,” said John Mulder, Hermantown’s City Administrator. “I am excited and optimistic to have this talented group of people exploring ways we can expand broadband access and improve broadband capabilities in Hermantown.”

Hermantown received positive news in February when the Minnesota Department of Employment and Economic Development announced that Mediacom would receive a grant of more than $600,000 to expand broadband access to more than 250 homes and six businesses.

“Hermantown’s City Council has placed improving broadband access as one of their top priorities looking ahead,” said Mulder. “The formation of this task force, combined with the grant from earlier this year, shows that there is action and momentum going forward.
