The City of Hermantown works through a variety of step-by-step processes to explore potential development opportunities at different sites. Planning studies can include Small Area Plans,  Alternative Urban Areawide Reviews (AUAR), Environmental Assessment Worksheets (EAW), and other formal and informal studies. These studies can be specific or broad, singular or multi-year, and lead to updates to the comprehensive plan, as well as being used for other forward-looking opportunities.

Alternative Urban Areawide Reviews (AUAR):

The alternative urban areawide review (AUAR) process is a hybrid of the environmental assessment worksheet (EAW) and environmental impact statement (EIS) review processes. Responsible governmental units (RGU) can use an AUAR as a planning tool to understand how different development scenarios will affect the environment of their community before the development occurs. The process is designed to assess the cumulative impacts of anticipated development scenarios within a specific geographic area.

Munger Trail Spur Connection:

Trails have been a desired asset in the City of Hermantown for some time. The Hermantown Connector Trail is now a reality, but the path to its creation began well in advance of the opening of the Boulder Trail – the Hermantown Connector Trail’s initial section. The following studies and information outline the initial and ongoing process.

The cities of Proctor and Hermantown were awarded a 2015 grant through the Clean Water, Land, and Legacy Amendment to complete the planning work for a future trail connection to the Munger Trail in Duluth. The work included a route planning analysis, feasibility study, and some preliminary engineering.

Multiple community meetings were held, and information about the routes provided by the consultants at those meetings can be found at the links below.

Though the general route was initially identified, the route still changes to accommodate the best option for avoiding negative impacts to residents and the highest level of accessibility for trail users. An example of these changes is noticeable when comparing the 2015 maps to the current parks and trails maps, which take into account the trunk sewer work performed in 2020.

Additional trail efforts have occurred following the initial studies, including the passing of the Community Recreation Initiative in the 2022 election to aid in funding the full trail project, as well as additional grant opportunities.
