There are multiple ways to submit your ballot as an absentee voter, and it is important to follow the regulations that apply to your situation.

Qualifications

Qualified Hermantown voters may vote by absentee ballot if they cannot get to their polling place on Election Day.

To be eligible to vote in Minnesota you must:

  • Be at least 18 years old on Election Day
  • Be a citizen of the United States
  • Have resided in Minnesota for 20 days immediately preceding Election Day
  • Have any felony conviction record discharged, expired or completed
  • Not be under court-ordered guardian where a court has revoked your voting rights
  • Not have been ruled legally incompetent by a court of law

Registered to Vote

You do not have to be registered to vote to apply for an absentee ballot, but it makes the process easier. You can check your voter registration status online. If you need to register or update your voter registration, you may want to do that online before applying for an absentee ballot.

Voting Absentee

Use the online application for federal, state, and county elections.

If you do not have an email address and one of the identification numbers above, you cannot apply for your absentee ballot online. You can print out one of the following applications to apply with a paper form.

If you are an active duty military or overseas voter, do not use this application. Use the special application for military and overseas voters.

If you already submitted your application, do not submit another one online; use the Absentee Ballot Lookup to find out where your absentee ballot is in the process, or contact Hermantown’s City Clerk at 218-729-3600.

Voting Early by Mail

To vote by mail, apply to have an absentee ballot mailed to you. You do not need to be registered to apply.

For your ballot to count, remember this important information:

  1. Read the instructions that come with your ballot carefully.
  2. You will need a witness when you vote and complete your ballot. The witness can be either a registered Minnesota voter or a notary.
  3. Mail the ballot and forms back right away after you finish. Your ballot will not count if it is received after Election Day.

Deadline to Return Your Ballot

Your ballot will not count if it is received after Election Day. Return your ballot by mail or package delivery service (such as FedEx and United Postal Service (UPS)). You can also return your ballot in person no later than 3 p.m. on Election Day to the election office that sent your ballot.

You can track the status of your ballot and confirm that it was received and counted.

Assistance for Persons with Disabilities

Voting equipment designed to assist voters with marking their ballot, the ES&S AutoMARK, will be at the polling place on Election Day for use by voters.

Voters unable to enter the polling place may, with the assistance of two Election Judges from different political parties, register and vote without leaving their vehicle. Call the City of Hermantown at 218-729-3600 for more information.

 

Other Absentee Ballot Situations

Military and Overseas Voters

There are special provisions for voters who are serving away from home in the military, for their spouses and dependents, and for citizens who are temporarily or permanently overseas. Find more information on Absentee Voting for Military Personnel and Overseas Citizens.

Delivery of Absentee Ballots by Others

The following voters may authorize an agent to pick up and return an absentee ballot for them:

  • Patients in hospitals, residential treatment centers, and nursing homes
  • Residents of group homes
  • Residents of battered women’s shelters
  • Residents of assisted living facilities
  • Voters who are disabled
  • Voters who would have difficulty getting to the polls because of incapacitating health reasons

If you are currently living in a residential facility but are unsure if it meets the qualifications listed above, please ask the administrator of your facility. In order to have an agent deliver your ballot, you must complete the Request for Agent Delivery of Absentee Ballot Form (PDF) and the Absentee Ballot Application (PDF). You must have a pre-existing relationship with your agent. The agent will use the completed forms to pick up a ballot, bring the ballot to you, and return your voted ballot to the County Auditor or City Clerk.

Each agent is only allowed to deliver and return ballots for a maximum of three voters. This activity may only occur the seven days preceding an election. Ballots can be picked up until 2:00 p.m. on Election Day, and voted ballots must be returned by 3:00 p.m. on Election Day.

Permanent or Ongoing Absentee Ballots

If you are an eligible voter who reasonably believes that you will be unable to go to your polling place for one of the reasons allowed on an ongoing basis, you may request to receive an application for an absentee ballot before each election by completing the Application to Automatically Receive Absentee Ballot Applications (PDF).

Voters Moving from Minnesota to Another State

If you are an eligible voter who moved from Minnesota to another state within 30 days of a Presidential Election and you are not eligible to vote in your new state, then you should review the Presidential Absentee Ballot Application to find out how to vote in Minnesota in the Presidential Election.

In 2022 for the General Election, numbers dipped for voter engagement in Hermantown but stayed at a solid comparative level, with 73.6% voting in the mid-term election. Hermantown voted at record levels in the 2020 General Election, with more than 94% of registered voters casting their ballot.
